'Never Remember History' Option Clarifications: Issue Resolved
Do I have the following information correct:
1a) Selecting 'Never Remember History' means that I do not need to click on the 'clear history' option (even though all of the options are selected) because none of the history or any of the selections will be remembered to begin with.
b) Clicking the 'clear data' option is also unnecessary with 'Never Remember History' selected because this data will be cleared when the browser is closed but I can delete it manually if the cache becomes too large during a session.
2. Since 'Always Remember History' saves the history and 'Never Remember History' does not remember the history to begin with, what is the point of manually clicking 'Clear History?'

With Never Remember History set you can possibly clear the memory cache (about:cache) and cookies used in Private Browsing mode. You will have to use "Clear History" via "Options/Preferences -> Privacy".

Hello again Buddy2014,
Never Remember History is permanent Private Browsing mode:
Firefox will use the same settings as private browsing and will not remember any history as you browse the web.
In permanent private browsing mode, cookies and site data will always be cleared when Firefox is closed.
After visiting a few sites with Never Remember History set, there was no data accumulated to clear from the cache even before I closed the browser.
