QUESTION: How do I access Mozilla Book marks on the WINXP OS (non launch-able), and install them into my WIN Vista Mozilla Browser?

You need to find the Firefox profile folder on the Windows XP and copy the required data to the Windows Vista Firefox profile folder. For details of how to find the profile folder see http://kb.mozillazine.org/Profile_folder_-_Firefox

The "Copying files between profile folders" section of the Recovering important data from an old profile shows what files you can copy.
