I want the 'Save as' option to specify a location when I save a document or file rather then always save to downloads.

I'm constantly downloading files that should go into a specific folder but I don't have a 'Save As' option when I choose to save. As a result everything goes into the Download folder. This means I have to go to the download folder and move it.

You can specify the download location in Tools, Options, General. This is the place where you also can tell Firefox to ask the location each time you do a download.

I'm using Firefox on my work laptop so when I download documents, via web or internal systems, I need to place them in different folders according to document downloaded. So I need to change the destination folder very often.

In the current environment I download the file, usually an excel document created by our internal systems, then get it out of the 'download' folder and move it to the correct folder.

Maybe this is a feature that needs to be added.

As I said you can set Firefox to always ask where to save downloaded files, you can see that in the screenshot. It seems to be the setting you are looking for.
