I do not want Firefox to remember any password ass I have another password manager add-on. I have unchecked the option/password/remember password for sites and clicked OK. The option keeps rechecking itself all the time. no matter how many times I uncheck it, it keeps coming back. How do I make my choice stick?

No "solution" or direct answer for you, but it looks like you have three extensions that may conflict with each other - Symantec IPS - Google Toolbar for Firefox - Roboform Toolbar for Firefox.

My other thought is that maybe one of those add-ons needs that preference selected in Firefox for it to work and that add-on program is re-selecting that pref upon Firefox startup.

Found the problem. It is an add on by DELL for face recognition that suppose to allow me to log in to site by identifying my face. Not only it does not work properly, it also cause this problem. When I disabled this add on, everything works fine
