Attempting to open Firefox prompts message that Firefox is already running and must be closed to open a new session but Task Manager indicates Firefox is not running.

When I attempt to open Firefox I get the prompt that Firefox is already running in another window and must be closed to start a new session, though task manager indicates Firefox is NOT running. This problem has me repeatedly restarting my computer.
