After downloading the latest version, I am told to re-boot the computer but no matter how often I re-boot, Firefox does not load.

I cannot download the latest version and the previous version has disappeared. I have tried over a period of weeks but I just get the same message. I must re-boot the computer to start a previous version of Firefox. Rebooting changes nothing. Please help.
