I love Firefox. I now have the upgraded 10.0 version but noticed all of a sudden I also have NMap and Winpcap installed on my computer. Is this safe? Are these two programs part of 10.0?

Hi,

Nmap and winpcap are not related to Firefox in any way. Nmap is a vulnerability scanning software and winpcap is a network traffic capture driver.

But are these programs safe? I can not uninstall either one as they constantly reinstall upon restart, and they definitely installed when Firefox upgraded to the 10.0 version.

I'm not sure. The official Firefox installer or installers from legitimate sites don't package any other extras with Firefox except for a few search engines. Posting @ Wilders Security or BleepingComputer forums would be helpful. These are forums specializing in these topics. The programs could have been installed by another person with access to the system or as part of a company policy or by another legitimate application on the PC. Winpcap is also known to be installed and used by malware.
