MS IE will allow me to click on an MP3 file to play it - just play it. If I want to save it then i can right click ( or in WMP just go to File - save as ) and save it.
In Firefox, either I must play it in a blank browser window [ no options ] or goof around with the true/false in the media.directshow to stop the auto play - then to goof around with window.media foundation; which then auto downloads it to my "C:\Users\*****\AppData\Local\Temp " area ?!? with no ability to choose where it downloads, even though I have the 'download area' i want defaulted.

yes - I have 'Chosen' what will play MP#'s and 'Chosen' where things will save to.

the main thrust here is - I cannot choose ! !

I just want to play a MP3 - if I like it, then, I will choose to download it, to where I want it to go.

You can always right-click on a MP3 link and choose "Save Link As". That's usually the best way so save something that would otherwise automatically open with the browser or an external program.

You can try to toggle the media.play-stand-alone pref to false.
