You should be able to do this using the "Clear Private Data" feature. It covers a range of categories including history, cache, and cookies, and one of the available items is Downloads.

menu > Settings > Privacy > (Clear Private Data) Clear now

I didn't actually test it myself, so if you try it, please let us know if that works.
