I would like to be able to have Thunderbird store all email and RSS feed information encrypted on the disk, and to require a pass phrase when Thunderbird is launched, performing on-the-fly decryption of message subject lines for list box display, and on-the-fly description for message body as needed.

Presumably the computation time needed to decrypt real time would slow down email reading tremendously, more so given the thousands of spam filter terms everyone must create, however it would be beneficial to be able to encrypt one's mail least the computer hardware is stolen or the fascist State seize one's hardware.

Have developers looked at the adverse consequences of employing application data encryption/decryption to see what kind of impact it would have on speed of access and such?

upgrade your operating system. Vista, Windows 7 and 10 all have Bit locker https://www.google.com/search?q=BitLocker&ie=utf-8&oe=utf-8

Presumably the computation time needed to decrypt real time would slow down email reading tremendously,

Not so, even on some older hardware. It can in some use cases be inexplicably faster to us non mathematician types.

more so given the thousands of spam filter terms everyone must create,

"I have used Thunderbird for 10 years and have no spam related filters. I suggest you read this article and save yourself some time on spam. Manual filters are simply a rod for your own back.

however it would be beneficial to be able to encrypt one's mail

In your view, would it be relevant that the mail you send and receive is transmitted in plain text as it travels? That is why S/Mime was created (and use only by a very few people) to encrypt the body of the email while in transit. Thunderbird has support for S/Mime. as do almost all modern mail clients.

least the computer hardware is stolen or the fascist State seize one's hardware.

Full disk encryption such as bit locker is what you need so everything is encrypted, but just some parts of your personal data.

This is something that is best done on a full disk basis, not on a per application basis. See https://www.google.com/search?q=disk+encryption&ie=utf-8&oe=utf-8
