FF not loading or partially loading sites that other browsers load.
FF still not fully loading some sites that other browsers open even after following the instructions in the article. (https://support.mozilla.org/en-US/kb/firefox-cant-load-websites-other-browsers-can) Example: site of large retailer gives a 404 message, medical blog site loads but scrollbar loads then disappears so no navigation. The first is a recent site and second I have visited for some time. Internet security is Norton Security. It's on auto-update plus I manually update weekly. I also am an Office 365 subscriber. These sites load successfully in Chrome and IE.

I was able to get the two sites in question loaded in safe mode, but when I opened FF normally the sites would not load.

Do you use a bookmark or are you starting with the main (home) page of these websites ?
if you use a bookmark to access a specific page then instead navigate to this page starting with the main page or the sign in page in case there is a problem with this bookmark.
You can check the Web Console (Tools -> Web Developer) for messages about blocked content and about the presence of mixed or unsafe content.
You can check the Network Monitor to see if content is blocked or otherwise fails to load.
If necessary use "Ctrl+F5" or "Ctrl+Shift+R" (Mac: Command+Shift+R) to reload the page and bypass the cache to generate a fresh log.
If you use extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) that can block content (Adblock Plus, NoScript, Disconnect, Ghostery, Privacy Badger, uBlock Origin) always make sure such extensions do not block content.

Firefox shows the shield icon at the left end of the location/address bar in case Content Blocking is blocking content.

- do NOT click the "Refresh Firefox" button on the Safe Mode start window
