My Thunderbird email is now at 90%, how can I back up, decrease % and move to other hard drive in my computer

To put on another PC, copy the entire folder at c:\(yourname)\appdata\roaming\thunderbird. To just place profile on another hard drive, but staying on same PC, copy the profile at c:\(yourname)\appdata\roaming\thunderbird\profiles\profilename (which probably ends in .default). Then open c:\(yourname)\appdata\roaming]thunderbird\profile.ini with notepad and overtype the path statement to point to the profile location on the other harddrive. Then restart TB. Decreasing size would be another topic.
