my Windows Live mail no longer works with the new Windows 10. I set up a Thunderbird acct. and my emails imported. But I can't get my contacts to import, and there is no apparent way to export them from the new Windows app

You can't export contacts from the People app, but if you sign into your MS account with your browser, then open People from the icon in the upper left corner, then select 'Manage/Export for Outlook.com and other services', you can save an OutlookContacts.csv file. To import the csv to TB, see this post: https://support.mozilla.org/en-US/questions/1012084
