The Ubuntu package support is broken
On Ubuntu 24.04.1 LTS: The package system is broken Check if you are using third party repositories. If so disable them, since they are a common source of problems. [No: fresh snap install] Furthermore, run the following command in a Terminal: [sudo] apt-get install -f
Reading package lists... Done Building dependency tree... Done Reading state information... Done 0 upgraded, 0 newly installed, 0 to remove and 7 not upgraded. [seems fine]

I don't know why. thunderbird was installed after upgrade from 24.04.1LTS with snap. How do I correct this? It seems not to affect thunderbird, but the OS update fails.]

Ubuntu has converted all applications to SNAP in their 24 release I think it is. This some sort of sand boxed application system and I have seen many issues raised by Ubuntu users and downstream distributions since this change.
Thunderbird offers a non snap installer for Linux, perhaps use it. https://www.thunderbird.net/en-US/thunderbird/all/
