The top of FF 29 blue border is a bit cut off

Hi.

Noticed that in FF 29, the top of the 1-2 mm blue border is not present. The other 3 sides are look fine. Is this by design or is it a problem.

This happens whether the browser is resized or not. Looks unfinished.
