How to set up "Show all downloads" to link to "about:downloads" instead of library?

I don't know why but previously when I clicked a "Show all downloads" button it was showing me a new tab with downloads (about:downloads). I wasn't using any addons. After I reset firefox it shows me library instead. Is there any setting that i can change this or i need to change something inside profile files?

You get the about:downloads page if you are in Private Browsing mode. In normal mode you get the library with the downloads folder selected. Note that you can create a bookmark on the Bookmarks Toolbar with the location set to about:downloads to open this page more easily.

I don't use Bookmarks Toolbar so creating a bookmark isn't solution for me but I set "Always use private browsing mode" in privacy settings and it works for me. Now the question is why it isn't link to about:downloads in a non Private mode?
