I need to reach https://www.cdph.ca.gov/

I get a message stating:

[quote]Secure Connection Failed

An error occurred during a connection to www.cdph.ca.gov. SSL received an unexpected Hello Request handshake message. Error code: SSL_ERROR_RX_UNEXPECTED_HELLO_REQUEST

The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.

Please contact the website owners to inform them of this problem./quote

I know it's standard debugging advice, but please don't ask me to use safe mode or refresh Firefox. I have sensory processing issues, including a strobe sensitivity, so safe mode isn't safe.

I can replicate this error message with Firefox, so the problem is not on your side.

I can only access this website via a secure HTTPS connection if I only enable TLS 1.0.

Best is to access this website via an open HTTP connection to see if that allows to access all pages.
