how do i install pop3 email using charter spectrum provider
I've installed it on my ofc computer and pop3 works fine, however I cannot get the outgoing mail to work on my Toshiba laptop. I can receive incoming emails just fine but cannot send. I contacted spectrum, they advise it is a Thunderbird setting situation.

Sometimes the error message is misleading, as in this case you clearly have 'normal password' set. Sometimes a password reset fixes mysterious problems (delete the smtp password from Tools/Options/Security/Passwords/Saved Passwords, restart TB, enter the password at the prompt when you try to send). If the laptop is connected via wifi, try connecting it directly to the router or modem, reboot the router/modem, make sure a router firewall rule isn't interfering (happened in another case on this forum), and even try connecting on a different network.

Were they helpful enough to give your their server settings to use? I doubt it. Open the server setting on your working computer and use those settings to add the account to the laptop using the manual configuration and not the setup wizard.
A Spectrum account set up on a desktop probably has smtp.charter.net for the outgoing server on port 25 with no connection security, so this will generally not work on a laptop when you are connected to a non-Spectrum network.
That is why they recommend, for mobile devices and laptops, to use mobile.charter.net for the outgoing server on port 587 with STARTTLS security.
If you are accessing the account from the desktop and laptop, it's recommended to use IMAP settings for the incoming server on both devices.
my pop3 setting that work on the ofc desk top are: incoming: exchange.charter-business.net 995 SSL/TLS normal password outgoing : smtp.charter-business.net 587 SSL/TSL normal password However when I type the outgoing setting into my laptop it automatically changes the setting on outgoing to 465 STTLS auto password. I've tried overriding the settings but still get a send fail. the message that comes up with the fail is change password to "normal" I've done that and still get a fail.
If you go by what is on their website, it should be smtp.charter-business.net on port 587, STARTTLS, normal password authentication, User name = your email address.

that is exactly how I am setting up the account. However when I try to send I get the message: try changing the 'authentication method' in 'Account settings | Outgoing server (SMTP)' to 'Normal password'.
I've changed it to "normal password" several times. apparently tb is automatically changing it to "encrypted password" when I click on 'done'.
Encrypted password is not going to work. I do not understand why you cannot get it set that way.
When you click 'done', you are still in the account setup stage. Just let the setup routine complete and edit the settings manually from Tools/Account Settings, or click 'Advanced config.' in the account setup window.
I set all as above and chose normal password; as soon as I clicked on 'advanced config' it immediately ended my set up and placed the account on my email. Still will not send and I get the same message saying I need to use 'normal password' which is what I selected. so apparently something is changing the password automatically when the account sets up. Frustrating!!
Open Tools/Account Settings, select Outgoing Server (SMTP) at the bottom of the left pane, then select the entry for the charter-business smtp server and post 'Details of selected server' here (hide personal info). You can select an smtp server in the right pane and Edit.. to change the settings.

I've just submitted smtp.charter-business.net at mxtoolbox.com and it reports that this mail server does not support TLS, so I suggest trying SSL/TLS instead of STARTTLS, on port 587, even though SSL/TLS is usually set on port 465. That is what worked in my earlier reference. Keep the authentication and User name the same.
I'm beginning to think maybe it's my lap top, although my emails worked perfectly using wisperhome.com before switching to charter. Receiving emails work fine but I cannot get an email to send. Every error message I get says to use 'normal password'. I changed the setting to normal to no avail.

Actually what eventually solved my problem was going in to the outgoing smtp drop down list and deleting all of them. apparently my computer or the charter server was picking up something from the list automatically every time I tried to set up an account. After deleting all of those, I was able to install 8 email accounts successfully. The above settings from sfhowes on 5/3/17 at 10:55 am are the ones that worked for me.
