How do I lock the bookmarks toolbar open?

I provide user support for a mildly-retarded person. I go to View, Toolbars, and check Bookmarks Toolbar so it is displayed, and she can click on one of the websites she needs to go to frequently. However, often when she opens Firefox, the bookmarks toolbar has hidden itself for some reason, and she cannot remember my instructions for displaying it. This, naturally, is very frustrating for her.

I do not know why the bookmark toolbar decides to hide itself. Is there anyway I can lock it in place so it will not change?

Is she using any add-ons that change the displayed toolbars?

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

I don't think that this is possible. The toolbar state is stored in xulstore.json in the profile folder.

currentset: personal-bookmarks;

You can consider to set the startup page to a local file with instructions to show the Bookmarks Toolbar and maybe include some other tips. You can extend the target line in the Firefox desktop shortcut with the -url <link to file>. Open the file in a Firefox tab to get the correct URL.
