A LONG message could not be sent because the connection to Outgoing server (SMTP) smtp-mail.outlook.com timed out.
Sending short messages is no problem. The problem occurs when I send long messages or long attachment.

For a comparison, I am on Telstra network in Remote Australia. I am on ADSL1 and a speed test returned. 10.2 down and .57 up.
Realistically I though I was on about the slowest internet apart from dialup modems, but yours is slower. Although my 50ms latency is a shocker.
What sort of internet is it?
Good question. I'm using ADSL with down stream 6 - 16 Mbps and 0,4 - 0,8 up stream. I made a network test today giving upload test error. Calling the network provider, tells me it is a line problem which should be fixed not later than Monday next week. I'm optimistic and think this is the kernel of the problem I had some days now. So thanks for your good question :)
Good you are looking at a solution. Because I was out of ideas.
