Can't See Bookmarks Toolbar

My bookmarks has disappeared. The View>Toolbars>Bookmarks option is selected (check mark), but the toolbar doesn't show.

I have tried to restore it via the Costumize menu following the answer to this question https://support.mozilla.org/en-US/questions/1225114 but mine does not show Bookmark Toolbars Items anymore than it shows the actual Bookmarks Toolbar. I also tried starting in safe mode, but no toolbar either.

Is there any way to solve this without reinstalling?

P.S.: This problem has presented itself in the past, and I believe a clean installation worked. However, this is a work machine, and I don't have the administrative rights to delete files in the Program Files directories. And what is the point of going through a clean install if the problem will happen again in the future.

Start Firefox in Safe Mode {web link}

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

Thanks, Fred. But as I said above I also tried starting in safe mode, but no toolbar either.
