Getting latest Thunderbird version

I see I am using version 68.12.1. It states it is 32-bit. Why can't I get the latest version, on my computer. The reason being is I want to install an add on and it seems I can't with 68.

Updates from 68 were briefly suspended. But you can get 78 from getthunderbird.com/
