I don't think that this is possible for the bookmarks sidebar, but Firefox 84 will have a selector in the right-click context menu of the Bookmarks Toolbar: Always, Never, Only on New Tab

You can toggle the Bookmarks Toolbar with the "Ctrl+Shift+B" keyboard shortcut. You can still toggle the Bookmarks sidebar with "Ctrl+B".
