W10, TB Version 115.0.1 (64-bit).

Follow menus to apply columns to folder and its children and select email address. That works for all the subfolders of my email address just as explained in the help. Try the same for "Local Folders". It asks whether I want to apply the columns I'm looking at to Local Folders and its children. Answer OK. Nothing happens. Other folders in Local Folders still have their old columns and arrangements.

I'm using beta 116.0b7 I've just tested this and can confirm I'm getting the same as you. As I can replicate the issue I've created a bug report. https://bugzilla.mozilla.org/show_bug.cgi?id=1846127
