Show my windows and tabs from last time in General options is disabled. How to enable??

Under Tools -> Options -> General Tab, the following option under the startup is disabled for me ' Show my windows and tabs from last time in General options is disabled'. How to get it enabled???

You will be in permanent private browsing mode where no browsing history is saved. Go to the Privacy panel of the options window, and make sure the top dropdown box is set to either "Remember History" or "Use custom settings for history". If it is set to "Use custom settings for history" make sure that "Permanent private browsing mode" is not selected.
