I am reading an article on a page and the entire page is reloaded with the article I was reading sometime disappears. Some websites will state that reloading was stopped, most of the don't. Isn't there a choice to prevent reloading without a request?

There are different methods that pages can use to reload automatically.
It can be done with a meta refresh tag in the head section or via JavaScript.

If it is done via JavaScript then you can use NoScript to block it. I don't know if NoScript can block meta refresh. There are also Stylish scripts to disable reload for specific websites like Drudge Report.
