The latest version of the PDF viewer is available as an extension and does a better job than the 0.6.143 version shipped with Firefox 19 in a lot of cases.
You can find the latest version of the PDF Viewer (pdfjs) extension here:

How to solve this problem?
If the internal viewer isn't working properly at this moment for some PDF files then you will have to use another viewer for now.
You can change the action for Portable Document Format (PDF) from Preview in Firefox to use the Adobe Reader or set to Always Ask in "Firefox > Options > Applications".
You can set the pdfjs.disabled pref to true on the about:config page to disable the build-in PDF viewer.

My application has a lot of customer (65000 people), I can not tell them to change the configuration.
they should immediately correct this problem, Because it is a big mistake for FireFox.
I am also having problems when viewing UTF-8 pdfs. Some characters like ç, and accents á é í ó o etc, won't show. I cant tell the customers to switch to another reader, you should consider changing the main pdf reader, packed with firefox.
