where is the recovery key for the final step in the sync setup?

I then answer that I have an account, enter my user name and password, and am asked for a recovery key which is to be found under sync options on device one. It is not: all I have are the options for what data is to be migrated [and I checked all].

How do I complete the sync procedure?

When you created your account at first you were given a recovery key, did you save this?

Read How do I set up Sync on my computer? and How do I add a device to Firefox Sync? to ensure you are doing it correctly.

If you do not have a backup copy of the sync key and sync is not installed on a computer (device) then you will have to reset the sync key and generate a new sync key.
This will remove all data stored on the sync server.

I did not receive a sync key when I created the account. I did read the directions; the first time I tried I managed to get sync codes on both devices and no way to input from one to the other. At no point was I able to find the sync key where I was directed to look.

At this point, I would think there was no data on the server because no sync ever occurred. If you are saying that even by going through the partial sync process data was uploaded to the server does that data still reside on the two devices.

You can generate a new sync key on a desktop computer.

Then you can pair the other device.
Be sure to update the Sync key.

Following the instructions for a new sync key, I went to Firefox, set up sync, I have an account. I was then supposed to have an option that said "I don't have the devise with me". No such option appears; instead, I get another three sync codes.

"I don't have the devise with me" should be a link at the bottom of the page that open if you click "I have an account" on the initial setup page.

I'm sorry to be such an idiot, but --

Upon clicking that link I go to a page with my account, password, a blank box for the recovery key, and above that a link for "I lost my other device". When I click that I am told that either my log on or password is incorrect, which I can assure you is not the case.

You never said whether I could just start over and delete all the data on the sync server. Is there anything given that nothing was paired with anything? And isn't it true that whatever might be on the sync server will still be on my local devices?

Yes, you can only reset the sync key if the name and password are entered correctly.
If either of those is wrong then you won't be able to reset the sync key and you will either have to request a new password or delete the sync account and start anew.

I'm too close to do that! I have actually generated a new sync key; the problem is, whenever I generate one on device 1, device 2 says it's the wrong key, and vice versa. Who get's whose key?

You only need to generate a new sync key on one device and unlink the other devices and setup sync with the new sync key or use the 3x4 code to pair the device.

The Recovery Key can't "be sent" to you, as no one except for you ever has access to that key.

Do you have a Firefox installation that is still working and is connected to your Sync account?

Yes, I re-download again n again looking to recovery key sent it through my mail.

You won't receive a mail with the recovery key unless you would have send this mail yourself to yourself at one point.
Mozilla can only send a new password in case you forgot it, but if you do not know the Sync key then you will never be able to access previously stored data. In that case you need to generate a new Sync key and your data is lost.

The sync key is used locally to encrypt your data before sending it to the sync server, so you should always backup this key to a safe location.

You can find the sync account password and the sync (recovery) key in the password manager on computers where a sync account with a specific e-mail address has been set up.

Look for:

  • chrome://weave (Mozilla Services Password)
  • chrome://weave (Mozilla Services Encryption Passphrase)

I was not given any 'Recovery Key' when I set up my account!
