Firefox installer will not open, Group Policy error despite the fact I run as admin and am only user account

Hi, if someone could help me out I would really appreciate it. I used to use Firefox on Windows 7 and I liked it but I liked Chrome better, but I wanted to install Firefox on Windows 8.1 Pro and I cannot do so. I have computer experience, and I am the only user of this PC. I have admin privileges and have tried setting Full Control permissions on the Setup file and other things but to no avail it tells me that I am blocked due to Group Policy. I have attempted to find the policy in the gpedit.msc, or the MMC, that will stop this but I am stuck. Thank you. :) Yes, I tried running as admin.

Please ensure that there are no firewalls or antivirus programs interfering with the Firefox installation process.

If you are using the 274KB setup stub installer, you might have a better experience using the full installation package.

I did try that before you replied, but I appreciate the suggestion. I disabled all of the AV components and tried again but it still gave me the GP error. Thank you very much for your time. :)

@the-edmeister Thank you for your advice, however running the full setup still results in the issue. Still results in the group policy error even though I am the only user account and I have Full Control permissions. If you have other suggestions I would appreciate it. Thank you. :)

Do a malware check with some malware scanning programs on the Windows computer.
Please scan with all programs because each program detects different malware.
All these programs have free versions.

Make sure that you update each program to get the latest version of their databases before doing a scan.

You can also do a check for a rootkit infection with TDSSKiller.

Thank you cor-el for replying. I have ran Spybot already, and I am running Webroot which is really one of like the best 3 AV's on the consumer market. I will run the TDSSKiller though and see if it turns up. Thanks.

I just ran the Utility, TDSSKiller. It turned up with 0 infections. If anyone has a suggestion as to what to try next it would be appreciated. Thank you for all of your suggestions. :)
