How do I prevent location bar setting reset upon reopening Firefox

Under: Tools, options, location bar, suggest: Nothing

The above is the way I want my setting. When I close Firefix and reopen the setting changes to "bookmarks and history" and I therefore have to go in and reset each day.

Your "More System Details" lists a user.js file. Firefox reads this file when you start it up and it overrides the changes you made during your previous Firefox session. So Step #1 is to deal with that file. This article has the steps for that: How to fix preferences that won't save. In particular, look at the user.js section.

Also, some security and utility software protects you from unwanted browser changes by keeping a copy of your old settings file and swapping it back in from time to time in place of your updated settings file. For example, Advanced SystemCare's Surfing Protection setting can do this. You may want to check your security/utility software for a similar feature and turn it off.
