How do I get Firefox to automatically size web pages?

Seems to me one of the features of html is that it's the browser's job to resize the page to the current window, if possible. New Win8.1 machine, newly installed Firefox, doesn't seem to do that (consistently, if at all.) Any option to do this?

O.P.: I should point out there's a BIG difference between "zooming" to fit, and "sizing" to fit. A browser can and should adjust spacing between elements, and even re-arrange elements, to get the page to fit, if possible. Sometimes it's not possible, because the page has specified the formatting. In my case, it seems like FF never gets it right. Even this very page has the scroll bar at the bottom, which should be completely unnecessary.
