To get two tabs on startup you can set multiple home pages and set the second tab to about:blank. I.e. add a pipe and about:blank to the current home page setting: <url_home_page>|about:blank).

You can find the home page setting here:

  • Firefox > Preferences > General > Startup: Home page

Firefox supports multiple home pages separated by '|' (pipe) symbols.
