I see the same behavior on Chrome, if I click the Play button and then press spacebar, the blue outline appears but it doesn't toggle the button. Pressing Tab to move to the next control and then Shift+Tab to move back again, the Play button now responds to the spacebar.

The easiest way to get spacebar to toggle playback is by clicking on the video or an empty part of the page to give it keyboard focus.
