I'm not sure nor really understand it, but when visiting secure websites (those that use SSL) the favicon is surrounded by a somehow highlighted color.

Here you have examples with the blue favicon and with the green favicon.

The different colors are for different types of certificates. The different colors are explained in the How do I tell if my connection to a website is secure? article.
