Firefox loads web sites in a tiny font size. Setting the minimum font size does not fix the problem. CTRL+ is a nuisance because it not a permanent fix. How can I permanent set the font size to a normal size?

Is that only happening on web pages or does it affect the user interface (menu bar) as well?
If you need to increase the size of everything then you can increase the String pref layout.css.devPixelsPerPx from 1.0 to 2.0 in 0.1 steps to see what works best.
In Firefox 3.6 and later this pref is a String value parsed to a float and allows to fine tune the dimensions of all elements more precisely.
If you only need to set a default zoom on web pages then look at one of these:
- Default FullZoom Level - https://addons.mozilla.org/firefox/addon/6965
- NoSquint - https://addons.mozilla.org/firefox/addon/2592
