Bookmarks program that interfaces with all browsers?
Looking for a program that can run offline so I can organize my bookmarks without an internet connection. So I want a stand alone program I guess, not an add-on which probably only works with the browser its attached to. And it must interface with the old Opera (up to 12.18), newest Firefox and newest Chrome as well as other browsers if possible. Each browser seems to have its particular strengths and weaknesses so it makes sense to use more than one. But the bookmark function differs between browsers so that's why I want a stand alone program for something as important as bookmarks.

You can do that type of work offline from the browser. I don't know about the other programs you are using, but for Firefox;
To open the Bookmarks Manager, press the Alt or F10 key bring up the tool bar, and select Bookmarks. Hot key is <Control>(Mac=<Command>) <Shift> B.
Once the window is open, at the top of the page, press the button labeled Import and Backup. Select Export Bookmarks To HTML, and follow the prompts and save it to a HTML file. Copy the file to another computer. Repeat the instructions above, BUT select Import Bookmarks From HTML,
Yeah, I know all that. What I'm seeking is a way of using my bookmarks with several other browsers all the time. Like a central hub. And something that organizes a little better than Firefox. Like putting the folders above the files, like every other program does in the world? Why do they sort that way? NOBODY does that. Its just stupid! And sorting by name only sorts the folder you click. Not the subfolders. Unbelievable. I have thousands of bookmarks. Can you imagine how long it would take to rename things so they look logical? Sure I can rename the folder with a comma in front of the folder name to force them to the top of the list. Imagine doing that hundreds of times. Brilliant Mozilla. Where do they get these designers? How can they make such a useful program and then neglect the most obvious things? Like manufacturing a car and forgetting to add the 4th wheel.
Note that you can open the Library directly via a special desktop shortcut that uses a chrome URI. You can creating a copy of the current Firefox desktop shortcut and add a space and -chrome and one of these special chrome URI to the target field in the Properties.

You might find something useful here; Go to the Mozilla Add-ons Web Page {web link} (There’s a lot of good stuff here) and search for what you want.
