Importing Windows Mail by eml file to thunderbird. I click in Import, chose Mail, and Eudora and Outlook are greyed out. Outlook Express is the only available.

You can drag-and-drop eml files directly into a Thunderbird folder.

If there are too many to efficiently do it this way, look at the ImportExportTools add-on to do bulk moves.
