How do I unblock a pop-up from the Washington State Department of Licensing to show my receipt?

I just went to the Washington State Department of Licensing to renew my driver's license. When I ask to "view receipt" it says that my pop-ups are being blocked. How can I get around this? I've been to the "Options" menu and deselected blocking pop-ups.

If you are using an ad blocker, Load the web page. After the page is loaded, click the AdBlock icon. Now select Disable on <website>. After, reload the page.
